Canada Recovery Hiring Program (CRHP)
On June 2, Deputy Prime Minister and Minister of Finance Chrystia Freeland and Minister of Small Business, Export Promotion and International Trade Mary Ng announced the launch of the Canada Recovery Hiring Program (CRHP).
This program is designed to help businesses that were heavily impacted by the COVID-19 pandemic rehire the workers they need as local economies reopen — enabling them to recover and grow.
Program Overview
The CRHP provides eligible employers with a subsidy of up to 50% of the incremental remuneration paid to employees between June 6, 2021, and November 20, 2021.
Eligible employers can apply for either the CRHP or the Canada Emergency Wage Subsidy (CEWS) during the qualifying periods, but not both for the same period.
Eligibility Requirements
Employers who meet the following criteria are eligible to apply for the CRHP:
You must meet all eligibility criteria under CEWS, including:

Having a CRA payroll account as of March 15, 2020

Being an eligible employer under CEWS

Meeting the revenue reduction requirements, specifically:

More than 0% revenue decline for Period 17
-
More than 10% revenue decline for Periods 18 to 22

Additional Requirements for Certain Businesses
If you are a for-profit corporation or partnership, you must also meet the following criteria:

Be a Canadian-controlled private corporation (CCPC)

Be a cooperative corporation eligible for the small business deduction
-
Have at least 50% ownership of the business held by eligible CRHP employers
Subsidy Amount
The subsidy amount equals:
Incremental remuneration × Applicable subsidy rate
(as determined for each qualifying period)

Incremental remuneration refers to the difference between the total eligible remuneration paid to employees during a qualifying period and that paid during the baseline period.
(The initial baseline period for this subsidy is March 14 to April 10, 2021.)
The maximum eligible remuneration per employee is $1,129 per week.

Like the Canada Emergency Wage Subsidy (CEWS), the Canada Recovery Hiring Program (CRHP) operates on a four-week claim period.
The first eligible period for application is Period 17 (June 6 – July 3, 2021).
